Why keep routing and billing together?

A routed request still has to be billed accurately. Keeping both decisions in one gateway reduces inconsistent accounting.

Can a fixed proxy be used?

Yes. Account-level proxy assignment can use fixed IP configuration or managed proxy pool dispatch depending on operator policy.
